- Indigenous peoples: In most provinces, Indigenous people with treaty rights can fish for food, social, and ceremonial purposes without a provincial licence.
- Veterans & military: Alberta offers free fishing licences to veterans and active Canadian Armed Forces members.
- Disability exemptions: Some provinces offer reduced-rate or free licences for people with qualifying disabilities.
- National parks: Parks Canada does not offer free fishing periods β a $15/day or $51.25/year permit is always required, even during provincial free fishing events.

Rules During Free Fishing Events
Free fishing events waive only the licence requirement. All other regulations remain in full effect: catch limits (typically Conservation-level), size restrictions, seasonal closures, gear restrictions (barbless hooks, bait bans), and species-specific rules. You must carry government-issued photo ID while fishing during free events.
